It has been this way for almost 4 decades.
The Combustion Turbine Operations Technical Forum (CTOTF™) conducts two Turbine Conferences per year -- in the spring and in the fall.  Each Conference is four days in duration and is preceded by a welcome reception and dinner and, upon occasion, a trip in the local area.  In addition to the formal presentations and open forum discussions comprising each of the 19 roundtables to choose from at a Conference, the CTOTF™ also hosts a Trade Show wherein vendors of electric power generation services and supplies showcase their equipment and services.
The Total Plant Concept Conference format starts with a general session on the morning of the first day that may include a welcoming address from a local power company official or the CTOTF™ Chairman and, discussions of a general nature, e.g., updates on indusrty insurance regulations, best practices, etc.  The balance of the first day is devoted to technical presentations and open forum discussions pertaining to issues related to the operation, maintenance and business practices currently affecting the combustion turbine electric power generation industry.  The remainder of the Conference is divided into break-out sessions, known as "roundtables," covering all aspects of the plant -- the Total Plant. 
Each roundtable (RT)  is headed by a Chair and a Vice-Chair who are responsible for the development of their respective RT agendaas and securing, industry recognized, subject matter experts to provide technical presentations on the operation and maintenance of combustion turbines and related power plant equipment. In addition all RTs include time for User-To-User discussions facilitated and moderated by the RT Chair and or Vice Chair, where attendees share their knowledge and experiences.
Every CTOTF™ Member attending a Conference receives a permanent ID number which is to be used during the Conference RTs when responding to or asking questions.
Vendors, manufacturers, and other interested parties are only allowed to attend RTs at the invitation of the RT Chair or Vice-Chair, usually to make a specific presentation or to answer questions.  RT attendance by vendors, manufacturers, or other invited parties is generally restricted to their presentation time and is at the discretion of the RT Chair.
